The Alberta Provincial court launched an inquiry to investigate 

the details surrounding the strangulation death of Fong Sue Louis.
Mrs. Louis died in August 3, 2008 at the Beverly Centre Midnapore 
AgeCare centre in Calgary, AB.
The inquiry was told that her seatbelt had trapped her by the neck.
Witnesses said that she was suffering from Alzheimer disease & 
was having trouble walking.
The nurse told the court that Mrs Louis was sometimes agitated & 
had a tendency to wander. There was difficulty to communicate with 
her because she did not speak English. 
Testimony indicated that she would be restrained in the wheel chair 
up to 14 hours a day & night staff stated that sometimes she would 
stay in the wheelchair all night.
It was also reported that during the months prior to her death, she 
had tried to escape the restraints innumerable times,
  always ending up on the floor.
On occasion, she had injured her buttocks in the process.
On Wednesday, the Inquiry was told that on the night of Mrs. Louis’ 
death, she had been left restrained in the wheelchair with the door 
to her room closed. 
When PCA rounds were made at 5:40 AM, the elder was found 
on the floor, dead, apparently having been strangled by the back
fastening restraint belt.
The Inquiry continued on Friday.
