Reference : xxxx xxxx, DOB March 22, !943 – Discovery Lodge, Devon, AB.
xxxx xxxxx phoned. She was in great distress and very frightened.
She is frightened that they will take her away. She asked what she should do.

Her sister, Guardian Donna Pickles had come to Discovery Lodge on Friday afternoon. In front of numbers of other residents and staff, in the middle of the open area, she loudly informed everyone of the passing of her husband and then informed xxxx xxx that she had a “place” for her. She also told her that she would no longer be her guardian and there would be a court case. She provided no details.

We are asking that xxxxx xxxx, be immediately provided written information regarding the following:
 
1) Where is the “place” that she has allegedly been assigned to?
2) Who made the decision to send her to this “place”?
3) When is the alleged court hearing?
4) What is the alleged court Application regarding the hearing?

5) Who made the alleged court Application?
6) Who is Counsel for the alleged Applicant?
7) When and where will the alleged court be held?

Donna Pickles and Mel Douglas have been severely abusive guardians and trustees. Complaints had been sent to the Protection For Persons in Care (PPCA) and a five page letter to the Complaints Officer, Charlotte La Rose, which were disregarded.

We would be grateful to be in receipt of your response concerning this most urgent matter by the afternoon of Wednesday, March 21, 2018.

Dear Ms. Blackwell:
Reference : XXXXXXXXX XXXX DOB March 22, !943 – Unit # 61, Royal Alexandra Hospital, Edmonton, AB.

Further to your correspondence of April 26, 2018 (attached) in which you failed to address our letter of March 18, 2018 (attached).

Please be advised that the client was not evicted from Devon Lodge, she was abducted by two persons from the Salvation Army facility, Grace Manor.

1) On the morning of March 19, 2018, two persons pounded on her door at which time the client was making her bed, clothed only in her under panties. The client told them that they could not enter until she was dressed. However they had obtained a key to her room, without permission unlocked the door, barged in and in a very threatening manner, standing nose to nose, told her that she was coming with them, a taxi was waiting.

2) One of the persons who invaded the client’s room to abduct the client, was Jodi Bell LPN, of Grace Manor. Jodi took the client strongly by the arm and aggressively directed her to the taxi.

3) The client told us that she was terrified. She had no idea where she was being taken. They removed her. All she was able to take with her was a jacket. All her personal papers, her wallet, her personal belongings, everything was left behind. She has never been able to retrieve any of it.

4) She told me that she was in total shock when she arrived. They had not informed her where she was going. When she arrived, she was made to sit and wait for some time in a room alone. For many days, this very intelligent lady sounded very traumatized and could hardly express herself or function by how she had been abused.

5) For a long period of time she was on CONSTANT, some Grace Manor staff followed her around, entering her room unannounced, failed to knock. turned the key and walked in, sometimes she was in a state of undress.

6) On _April 20, 2018 staff of Grace Manor dishonestly made an untruthful complaint about her, accused her of assaulting staff, called the police and had her evicted. We complained to the police about the false accusation but it appears they have failed to respond.

7) Presently, detained at Unit # 61 of the Royal Alex Hospital, she has been seriously misdiagnosed by attending psychiatrists. Furthermore, she is being totally detained as a prisoner, not allowed to leave the Unit. According to nursing staff, the Order to disallow her to leave the Unit to go for a walk in fresh air with other unit persons, was given by Dr. Samer Aldandashi, who also had seriously misdiagnosed her.

8) Attached is a copy of a 4 page complaint that had been authored by the client, sent to the Protection For Persons in Care (PPCA) and the Complaints Officer, Charlotte La Rose. The complaints were disregarded and dismissed. The client was told Devon, B. was located too far from Edmonton for them to help her.

9) Furthermore, you disregarded our March 18, 2018 letter. You arbitrarily dismissed our expressed concerns concerning the severe abuse of Donna Pickles, Mel Douglas, her Guardians and Trustees.

10) Attached is also correspondence to Donna Pickles, Mel Douglas, her Guardians and Trustees who also failed to acknowledge or respond to her queries.

The client has told us that she attempted many times to call Charlotte LaRose, by telephone and left many messages. Similarly, the client has told us that she had called you many times and left many messages to be called with no results. She was unable to contact you. However, last Tuesday, June 26, 2018, we suggested to her to use the Government Rite number, which of course you immediately answered.

11) Please allow me to respectfully suggest, that you, the staff of Protection For Persons in Care and the retired Charlotte LaRose treated this vulnerable person reprehensibly.

We would be grateful to be in receipt of your response concerning this most urgent matter by July 20th, 2018.

VICTIMIZED SENIOR xxxx xxxx, DOB March 22, !943 – Unit # 61, Royal Alexandra Hospital, Edmonton, AB.
We shall refer to Ms. xxxxx xxxx as the client throughout this matter.

A) COMPLAINT:
ABUSE AND NEGLECT OF ALBERTA CITIZEN

1) Failure of COMPLAINTS OFFICERS,

– Charlotte LaRose, (retired)

– Melanie Blackwell

– Protection For Persons in Care,

to respond to abuse and neglect of vulnerable senior by her Guardians/Trustees.

 
 
 

2)) Failure to investigate and discipline Guardians and Trustees.
 
 
3) Failure to answer and respond / return phone calls from victimized senior.

The client has alleged to us that she attempted many times to call Charlotte LaRose, by telephone and left many messages and had no response. Similarly, the client has alleged to us that she had called you many times and left many messages to be called with no results. She was unable to contact you. However, Tuesday, June 26, 2018, we suggested to her to use the Government Rite number, which you, the Complaints Officer immediately answered.
 
 
4) (a) Failure to address concerns / respond to our questions, to letter of March 18, 2018.

(b) Failure to advise the client of the proposed move to Grace Manor and the manner in which it would be carried out /ruthless abduction,
by staff of Grace Manor, everyone culpable in this abusive protocol.

5) Failure to address the concerns which we expressed concerning the abusive Guardians/ Trustees, in a phone call to you, Ms. Blackwell.
 
 
6) Your letter of April 26, 2018 cites inaccuracies suggesting the client was evicted from Devon Discovery Lodge. The client was not evicted from Devon Lodge, she was abducted by two persons from the Salvation Army facility, Grace Manor, taken to Grace Manor by taxi. (letter attached)
 
 
 

B) RELEVANT HISTORY
 
 
1) On the morning of March 19, 2018, two persons pounded on the client’s door at which time the client was making her bed, clothed in her under panties. The client told them that they could not enter until she was fully dressed. However they had been given a key to her room, without permission from the client, unlocked the door, barged in and in a very threatening manner, standing nose to nose, told her that she was coming with them, that a taxi was waiting.

2) One of the persons who invaded the client’s room was Jodi Bell LPN, of Grace Manor. It was alleged to us that Jodi Bell menacingly took the client strongly by the arm.

3) The client told us that she was terrified. She had no idea where she was being taken. The two persons arbitrarily and physically removed her. All she was able to take with her was a jacket. All her personal papers, her wallet, her personal belongings, everything was left behind. She has never been able to retrieve any of it.

4) She told us that she was in total shock when she arrived. The abductors did not inform her where they were taking her. When she arrived, she was made to sit and wait for some time in a room alone. For many days, this very, intelligent lady sounded shell shocked, severely traumatized, could hardly express herself or function.

5) For some weeks, she was on CONSTANT, Grace Manor staff followed her around, entering her room unannounced, failed to knock. Turned the key and walked in, sometimes she was in a state of undress.

6) On April 29, 2018 staff of Grace Manor dishonestly made an untruthful complaint about her, accused her of assault, called the police and had her evicted. We complained to the police about the false accusation but it appears they fail to respond. A complaint to CARNA (Letter attached).

7) Presently, detained at Unit # 61 of the Royal Alex Hospital, she has been misdiagnosed by attending psychiatrists. She is being totally detained as a prisoner, not allowed to leave the Unit. According to nursing staff, the Order to disallow her to leave the Unit to go for a walk in fresh air with other unit persons, was given by Dr. Samer Aldandashi, psychiatrist, who also misdiagnosed her.

8) Attached are copies of complaints that had been authored by the client, sent to the Protection For Persons in Care (PPCA) and the Complaints Officer, Charlotte La Rose. (attached).

9) Further to the matter of the client’s abuse and neglect by her trustees and guardian.

!0) The Trustees made the client pay for her medications.
She used money which she earned putting together puzzles for other seniors at the lodge.

11) She suffered from chronic cellulitis of her legs.. She also developed very painful herpes zoster (shingles).

12) After they returned from attending at the doctor for a diagnosis of shingles, she told us that they dumped her off , at the Lodge without prescription.

13) She had to walk back to the pharmacy to obtain the prescription. The Shingles were located in the area of her perineum and down one leg
thereby causing her considerable pain when she walked.

14) Because they failed to give her money she often alleged to us that she was concerned that she wouldn’t have money to pay for these necessary prescriptions.

15) On another occasion, they had taken her to the pharmacy after the physician appointment. However, then Trustee Mel Douglas alleged that he did not have money. Therefore they drove her back to the lodge in order for her to get money to pay for her prescriptions. When they returned to the pharmacy, a person who was sitting by and observed the troubling, pathetic proceedings, had paid for one of the client’s prescriptions.

16) The furniture which Trustees/Guardians had brought her for Unit at the Devon Lodge appeared as if it came from the 50s or 40’s, old, old wooden chairs.

17) The bed was not a proper bed. The back rest was metal and rusty, it did not have a box spring but had a thin mattress on kind of a wire bottom. We had never seen anything like it. Looked like it had been rescued from some cabin in the Yukon. The Devon Lodge donated a table for her room. We believe that lodge personnel perceived her as very poor when in fact she is most wealthy.

18) They also brought her plastic objects similar to blue boxes, except they were dark colored plastic, for her to put her things on. Most of us would have discarded these items either to the garbage or elsewhere. The client was defenseless and demoralized. She believed she had no choice.

19) When they took her to the doctor they would continuously swear at her and demean her. On one occasion I was with her at the emergency ward of the Devon hospital when she was receiving IV to treat the cellulitis. Mel and Donna appeared. He started verbally abusing her. When I intervened, he began “F’ing me also. This is something which I am not accustomed to.

20) I finally phoned their home, left a message, stating that their behavior was unacceptable. After that they no longer swore at her but would not talk to her at all. No hello, no goodbye, just deadly silence.

21) Trustee /Guardian, Mel Douglas told the client that she should be back in the mental hospital. Was that their intent? She would demise and they would inherit her extensive estate. After all, they had already written a Will in the Trustee /Guardian’s favor, with the cooperation of a lawyer.

22) Presently, client is disallowed to leave Unit # 61. When other patients are taken out for a walk, the client is not allowed to go with them. She has not been told who gave this Order.

23) The client has not been allowed out of doors for fresh air since March 19. 2018, at which time she was admitted to Grace Manor. There she was also totally detained like a prisoner.

24) Further neglect.
She is in desperate need of
a ) cataract surgery, (no longer applies)
b) has no eyeglasses and has difficulty reading documents.

25) Has been denied hair care. After intervention, client has been told she will have her hair cut three weeks from now when a volunteer will come to the Unit. The client could be immediately taken to the Glenrose Rehabilitation Hospital salon where many RAH clients receive hair care.

We ask your offices to investigate and address these matters.

We would be grateful to be in receipt of a response concerning this long standing matter by July 25th, 2018.
